Crews like working here, and they finish on time when they are let in on time. It is the front half, the permissions, that decides whether the day goes well or badly. There is one more Phase 2 specific thing worth knowing, which is that the associations talk to each other and several of them have a shared list of movers they will and will not admit. What they are actually screening for is insurance and behaviour, whether a crew turns up in uniform, whether damage to a lift lobby gets settled.
